Who can create events, participant groups and manage members?

Group Leaders/Assistant Group Leaders will have primary responsibility for creating participant groups (such as sections or units) and managing event setup.

Section Leaders can create and manage events, but higher-level configuration (such as payment settings and Stripe connections) is restricted to Group Leaders/Assistant Group Leaders.
